Police Officer charged for failing to secure a gun

Police at woodlands police station have formally arrested and charged Constable Emmanuel Mukande 37, of Para-military Battalion for the offence of failing to secure a firearm.

The offence he committed whilst on duty performing escort on cash in transit.

Police Spokesperson Rae Hamoonga said this occurred on Saturday July 15, 2023 at around 11:30 hours at Chris Corner in Chilenje.

Mr Hamoonga said the officer has since been released on police bond and will appear in court soon.

He said the Officer was further charged with an administrative offence of Discreditable Conduct contrary to Section 30 (1)(D) (1) of the Zambia Police Act, Chapter 107 of the laws of Zambia as read with regulation 38 of the Police Service Commission regulations of 2020 for being drunk whilst on duty, the charge he was found guilty upon his own admission.

Mr Hamoonga said an instigated tribunal through the office of the Inspector General of Police will now forward the records of proceedings with recommendations to the Police Service Commission for further action.

“We would like to express our sincere appreciation to the community for their swift action and assistance in this unfortunate incident. Our appreciation goes to the vigilant members of our community who informed Woodlands police thereby, enabling us to take immediate action. We successfully secured the firearm with serial number 782242 and the associated 30 rounds of ammunition. Additionally, the officer was detained in lawful custody for being drunk on duty and failing to secure a firearm,” he said.

“We believe that this incident serves as a reminder of the importance of maintaining professionalism and responsibility while serving in law enforcement roles. We would like to emphasize that such behaviour are not reflective of the dedication and commitment demonstrated by the majority of our officers.
