ECL exposes cartel

President Edgar Lungu says there is a cartel deliberately omitting components in projects currently being undertaken to inflate costs.

President Lungu said this is fraudulent and unacceptable.

The Head of State also wondered why the Kafue Bulk Water Project was not provided with a pump house, while KK International Airport has missing components despite the costs.

President Lungu said this is despite the project being technically approved by technocrats.

President Lungu was speaking when he received the 2018 performance report from the cluster on enhancing human development which comprises 7 ministries.

Meanwhile, President Lungu has also tasked Higher Education Minister Nkandu Luo to take charge of high fees and ensure that her ministry goes beyond tuition fees but also get involved in accommodation of students.

He noted that aside the high cost of application fees for one to enter into the higher learning institution, the fees of boarding houses have also become extremely expensive.

The head of state has also urged various ministries not to be biased in the distribution of infrastructure and services to the people.

And, President Lungu has warned that he will not tolerate poor service delivery from medical personnel or the pilfering of drugs and medical supplies.

He said government is procuring medical supplies at a high cost with the aim of serving the people of Zambia.

And Speaking earlier, National Development Planning Minister Alexander Chiteme said the cluster is aimed at promoting human development through building human capital with long healthy and creative lives.

Mr. Chiteme said so far the cluster is at 26 percent since the start of the plan.
