Lusaka Town Clerk Alex Mwansa says preliminary investigations into the collapsed building at Katungu area in Libala indicate that the works were being done illegally.
Mr Mwansa said the Council approved structures for a single story building contrary to a double story building which was being constructed.
He said the developer was also not requesting for stage inspections as required by the Public Health Act Cap 295 of the Laws of Zambia.
Mr Mwansa was speaking in Lusaka today.
“We will present a comprehensive report once we gather information from other stakeholders but preliminary investigations indicate that the works were being carried out illegally. The Council approved structures for a single story building contrary to a double story building which was being constructed,” he disclosed.
He said in February this year (2020), the developer was issued with an enforcement notice but he ignored it and continued to build.
He regretted that the developer continued with illegal constructions even after being issued with an enforcement notice.
Mr Mwansa warned that based on the final report, punitive action will be taken against the developer, engineers, contractors and those all those found wanting.
He said even from the layman point of view one could tell that the works were substandard and the site was not well organised but he left the matter to experts for determination.
