ACC investigator turns defence witness in Dr Chilufya’s case

Anti-Corruption Commission (ACC) investigations Officer Chipampe Chipili Manda yesterday shocked the Lusaka Magistrates’ Court when he said that health Minister Dr Chitalu Chilufya’s assets are within his earnings.

This is in the matter in which Dr Chilufya is accused of having corruptly acquired his assets.

The Lusaka chief resident magistrate Lameck Mwale to ask why Dr Chilufya was then appearing in court if the value of the assets were within his earned income.

Testifying in the matter in which Dr Chilufya is charged with four counts of being in possession of property reasonably suspected to be proceeds of crime, Mr Manda informed the court that Dr Chilufya’s earnings are in excess of K19 million when the properties he is accused of possessing are valued at over K5.5 million, which is less than his legitimate income.

Following this testimony, magistrate Mwale asked: ” What is wrong with that?” and asked the witness to confirm whether he meant that the assets were more.

However, Mr Manda maintained that the value of the assets was less than the minister’s earnings, causing magistrate Mwale to ask: “Then why are we here?”
