As the 2026 elections loom, Zambia’s political landscape is heating up. The ruling United Party for National Development (UPND) is touting the Constituency Development Fund (CDF) as its crown jewel, but is it truly a game-changer for the nation?

The PF’s 2021 slogan, “Sonta Apo Abomba” (point at what you have done), failed to yield electoral success despite showcasing numerous infrastructure projects. The people demanded change, and the PF’s overzealous approach, prioritizing cadres over the general populace, ultimately led to its downfall.

Fast-forward to the present, and the UPND’s CDF initiative has raised questions about its tangible impact. Who truly benefits from this fund? Has it transformed lives across all constituencies, or only benefited a select few?

While CDF has been incorporated into various sectors, its tangible achievements seem limited to classroom blocks, ablution facilities, boreholes, and small bridges. The ruling party may be blinded by these few successes, ignoring the harsh realities on the ground.

The high cost of living continues to cripple Zambians, including the very teachers and nurses employed by the government. The opposition condemns the free education policy, citing subpar standards. Is the UPND neglecting the youth who voted for change?

CDF’s Shortcomings:

– Limited Access: Only a few benefit from CDF’s loans, grants, and bursaries.
– Inequitable Distribution: Development is unevenly spread across constituencies.
– Unaffordable Basics: Mealie meal prices soar, and Eagle Milling’s intermittent availability exacerbates the issue.
– Struggling Small Businesses: Load shedding and expensive solar options hinder entrepreneurship.
As the 2026 elections approach, the UPND must reassess its strategy. The people will decide whether CDF has truly delivered. Will the ruling party heed the warning signs and adapt, or will history repeat itself? Only time will tell.
