Speaker of the National Assembly Nelly Mutti has admonished Patriotic Front acting President Given Lubinda for issuing contemptuous remarks against her office and demeaning the dignity and decorum of the House.
Ms Mutti said the National Assembly is extremely displeased with the conduct of Mr Lubinda at a press conference held by the PF Party on Wednesday, December 8, 2021.
She says the Committee on Privileges and Absences resolved that Mr Lubinda be reprimanded at the Bar of the Assembly in accordance with section 28-4- of the National Assembly Powers and Privileges Act.
Ms Mutti said even though Mr Lubinda decided not to be present at the National Assembly after being summoned; she would still reprimand him in absentia.
“Mr Lubinda’s conduct is unacceptable and unbefitting of his status as a person who served in the National Assembly for a long period both as a backbencher and Minister, and I want to urge Mr Lubinda to endeavor to abide by the rules of the National Assembly and desist from such misconduct in future,” he said.
Ms Mutti made the ruling after a point of order by Kalabo Central Member of Parliament Chinga Miyutu who wanted to know if Mr Lubinda was in order to utter disrespectful remarks against the Speaker of the National Assembly at a press conference.
