Immigration Department Director General Denny Lungu said the detention of the suspects overwhelmed the already overcrowded correctional facilities.
Dr Lungu said that the Immigration Department witnessed a number of persons from the Horn of Africa, mainly Ethiopian nationalities entering the country illegally through Eastern Province.
He was speaking during the Senior and Regional Immigration Officers Annual Conference at Golden Peacock in Lusaka.
Dr Lungu said it has been difficult to expeditiously remove the Ethiopians who had served their sentences due to logistical and financial challenges such as travel documents and air tickets.
