Change of PS, draw back ZANEC

Zambia National Education Coalition (ZANEC) says change of Permanent Secretaries, is a drawback to progress.

Various stakeholders have continued to react to the appointment of new Permanent Secretaries by President Hakainde Hichilema.

Commenting on the appointments, Zambia National Education Coalition Executive Director George Hamusunga said replacing Permanent Secretaries comes with a huge cost to the treasury adding that the changes negatively affect continuity of Ministry development.

Mr Hamusunga is hopeful that former Permanent Secretary in the ministry of education Dr Jobbix Kalumba can give advice to the education sector to help other technocrats benefit from his knowledge and experience.

“ It’s unfortunately in our Country, when someone leaves office they seize to contribute to the development of this nation, but in other countries those are the people who became consultants on policy’s and others issues,” he said.

He also advised the newly appointed Education Permanent Secretary Joel Kamoko to carry on with programs left by the outgoing permanent secretaries and avoid making wholesale changes.
