Speaking in an interview with the independent Observer, Mr Phiri said those with no papers will be given basic education skills and small capital to enable them start up something.
He said that a lot of youths in his ward and Chingola at large have been to Colleges and Universities but unemployed.
Mr Phiri said among the training skills he has in mind includes, metal fabrication, Carpentry, tailoring so that they can sustain their lives.
“I have been interacting with the youths in my ward, and I find out that a lot of them have got the papers, some are degree holders but with no jobs, so given the mandate I will ensure that the Council makes the bylaws that prioritize the youths of Chingola whenever KCM is employing so that we can reduce the number of unemployment,” he said.
Mr Phiri has also promised to work in collaboration with the Local Authority to ensure that some trees hanging along Kitwe road are cut as they impose danger to the motorists and the community at large.
He said the area is also faced with water challenge and given the chance the water problem will be a thing of the past.
