Zambia Correctional Service Commissioner General Chisela Chileshe says no one can stop President Edgar Lungu from pardoning convicted prisoners because his prerogative is enshrined in the Constitution.
Foundation for Democratic Process (FODEP) Executive Director George Chimembe is challenging the President’s prerogative when he said his organisation is against the pardoning of inmates because it is an election year.
President Lungu has pardoned 579 inmates to commemorate the 2021 Africa Freedom Day, which falls on 25th May every year.
Dr Chileshe said the President’s action is always in accordance with Article 97 of Republican Constitution, which provides for Presidential pardon and substitution of severe punishments imposed on convicted persons.
He said pardoned persons are always rehabilitated and are ready for reintegration in society.
