Ndola City Council (NCC) has rebuked Zmart of Ndola for charging clients a toilet fee of K2.
There is a letter to the Editor in which Frank Kambelembele Sakala appealed to NCC to move in to stop the paying of the fee because Zmart building houses an eating place.
NCC Public Relations Manager Tilyenji Mwanza has told The Independent Observer that the Council has written to Zmart to immediately stop charging the toilet fee.
Ms Mwanza said NCC had received complaints from members of the public that ZMart mall located in Town Centre had been charging members of the public K2 for people to access restrooms.
“Ndola City Council would like to inform members of the public that the Local Authority has since written to the mall management to scrape this charge. According to the Public Health Act CAP 295 Regulation 80 compels all business owners to provide sanitary facilities to their clients at no fee.
“We have therefore, since written to ZMart advising them on the provision of law. As of December 12, 2018 ZMart employees responded by stating that they will communicate to their director who is currently out of the country. A follow up from NCC will be done on Monday December 17, 2018,” she said.
Being in town the same restrooms are being used by all people from all walks of life, hence the fee.
But Ms Mwanza said under requirements of providing sanitation to clients, the location would not be used as an excuse for illegality.
